epax - Returns the projectile fragmentation cross section given by the modified EPAX formula

Link with -lnuclib.
The epax() function returns the projectile fragmentation cross section given by the modified EPAX formula in mb. The epax_max_a() returns the A of maximum yield for a given Z of the fragment. The epax_max_z() returns the Z of maximum yield for a given A of the fragment.
